All vacuum hoses intact and connected correctly. No fault codes on computer. What is next step in diagnosing reason for HC and CO @ idle failure?

This can merely be a symptom of age and wear. First do 2 things before retesting. 1 - get a fresh oil change, 2 - Fill your gas tank and add a fuel system cleaner to it (I prefer Berryman's B-12 Chemtool). Drive the entire tank of gas out. Then go try to test again. If you have usual age and wear this should help you pass. If your vehicle still fails the test, you will need to have your catalytic converter checked/replaced and have your vehicle inspected for minor oil consumption (normal for age and mileage - remedies vary based on reason for burning). Something to remember is the computer in your vehicle will only register codes that are out of manufacturer's specs. The standards for emissions have tremendously increased since 1990. With this in mind your vehicle may very well be operating within the established standards for production in 1990 (hence no codes being thrown) and not meet the rigorous standards of today unless it is in top condition.





2 more relatively inexpensive possibilities are replacing your spark plugs and wires, and your PCV valve. These and the first 2 suggestions are all pretty cheap options to start with. Good Luck to you.
Reply:While i do agree with some of Jewelhunters answers, not all of them are correct. Your vehicle must pass the standards set for a 1990, but they can't expect a 1990 vehicle to pass newer standards. Every year they raise the bar for emissions on new vehicles, so a 2007 must pass 2007 emissions. Your 1990 is not required to pass 2007 standards. I think that high mileage may be part of the cause and your cats. not working properly.
